A list of qualified candidates sent to hiring managers

Hello all. I hope someone can help me out. We are currently in the process of implementing Taleo but currently uses NeoGov. In our current ATS the Recruiter will review all candidates for a requisition and determine if they meet the minimum qualifications and create a list of "eligible" candidates. From that list they will generate another list of "highly qualified" candidates and forward that list to the hiring manager for review. The "eligible" and "highly qualified" lists have a 6 months expiration date (we are a government entity). I need to be able to generate a list like that
