Request Feedback Option Not Available to Hiring/Review Managers

I am trying to set up multi-raters to be assigned by managers. As the administrator, I can request feedback for my subordinates, and in testing, the workflow works beautifully for me. Although I've enabled the option for managers to assign multi-raters, none of my hiring managers/review mangers have the option of requesting feedback in the action drop-down for their subordinates, and I have been unable to find the correct page layout or list view to activate this option for them. Am I looking in the wrong place? Any assistance would be appreciated!
