Not Minimally Qualified

I have hiring managers who can still attach a candidate to a new requisition even though they are marked not minimally qualified. Is there a way to stop this? We are trying to screen out candidates who would fail our background check, but when the hiring managers attach them to a new requisition they show up as "New" and not minimally qualified.
