Best User role for performance evaluations and employee objectives

Hello,

We've only recently purchased the Perform module for our performance reviews. Initially when we created users for our managers, we gave them the Passive User role and assigned employees to their respective manager. The reviews themselves went well but managers werenot able to set Employee goals. From what I've gathered, there appears to be no way to allow Passive Users to set Employee Goals, even if they are assigned as review approvers.

Is this correct?

If so, what is the «lowest» Taleo role that we could switch our managers to in order to allow them to set Employee Goals? Would the Hiring Manager role be appropriate?
