Onboarding/Packet List Views

Data access within our TBE zone is set by Division and Department.  I do not see a filter for the Packet List Views on the Onboarding tab for either Current User Division or Current User Department.  I either must limit a users view to only those packets they initiate (i.e. Current User Owner) or no filter at all.  The first option does not allow my Generalists to track Onboarding work in their department that they have not intiated, and the latter gives them access to confidential data from another department they otherwise should not see.  Is there a way to
