Prevent Hiring in Taleo if there's no SSN

Hi

We are wondering if there is a way to prevent a candidate from being moved to the final hire step/status in our CSW if the candidate has not yet completed their 3rd pass (SNN/DOB) information.  We're running into an issue with our users moving candidates too quickly and they end up in our HCM without this information (which bogs down the entire process).  Any tips for making this piece mandatory - what do other organizations do to control this?  We are only on using Taleo Recruiting.

We're not crazy about the idea of creating another required status in the CSW since recruiters will inevitably just continue their candidate through to hire.
