I Frame on Candidate Profile

There is a IFrame on each canddiate profile so that we can order background/drug tests right ghrough Taleo.  My new recruiter does not have this showing up?  My others recruiter never had any issues with this and she is in the system as a user just the same.  I can not figure out why it is not showing up for her?  I am attaching a screenshot of what she is missing??
