Create a Report of Those Without Goals in Last Year

Hi,

I'm currently trying to find out who hasn't created a goal since our last annual review (or since a specified date would be fine). I went into the Create Report subsection and chose Goals, but can't seem to find a criteria that returns what I'm looking for. If anyone knows how to do this it would be greatly appreciated.
