Goal Approval Status in Reviews

We're getting ready to roll out reviews but someone asked me a good question: We have the option selected in the Administration menu for "Allow only 'Approved' goals to be included in performance reviews". Does this mean that goals assigned by managers will not show up in reviews? Currently if a manager assigns a goal its approval status is "New". Is there a way to change this to "Approved"?
