Hiring Manager- Candidate Req specific workflow

Hi,

We want to make it so that hiring managers can only move candidates to "interviewing" but cannot see the steps after that point (cannot move to offer, cannot move to hired).  Would this best be handled by creating a new candidate workflow just for hiring managers?
