Restricting user security on single section of a req?

Hello,
We are working with Scout, a third party vendor, on our reqs. We want to be able to restrict user access to the Scout portion of a req. Is it possible to customize user security to hide a portion of a req? Or is it the case that when they have access to the req they can see everything?
