Help with OBI calculation

I am trying to create a report showing our Planned hires vs. Actual hires.  I have written a variable to show the Adjusted Plan values per region and variable showing Q1 hires.  My issue is trying to divide the two. 

Below is an example of my formula.  The formula is showing results but is not calculating correctly.  In BO, I created a variable labeled Q1 Plan, Q1 Hires, and another one to divide the two but now I am trying to write the formula in the criteria tab.  Does anyone know how to create a variable assinging specific values to a field and then divide that by another field?
