Shared Candidates - Junk Folder

We're currently experiencing issues with our candidates that are shared through Taleo going to the junk folder of the recipients.  I was informed from our outlook team that this is an outlook known behavior and that we must add every new recruiter as a "safe sender."  Has anyone else have this problem or have resolved it.  I can't imagine that we constantly have to update our safe sending list with any new recruiter.
