OnBoard - User Activity - Assigning Forms?

When we implemented OnBoard I believe we were unable to assign forms to Users to complete (i.e.  a Hiring Manager Checklist).     It looks like this is still the case.   Does anyone have any suggestions on how we can incorporate a checklist for hiring managers to complete in OnBoard?
