Lack of admin features when acting on behalf of a employee

We're working through our first year-end process with Taleo Performance and noticed the lack of admin features when wanting to act on behalf of an employee (e.g., moving a form forward). It appears that all admin tools work moreso from the managers perspective.

Given that we're a large global company, we will inevitably have many cases where an employee cannot complete a year-end review due to specific circumstances (on leave, unforseen circumstances, etc.). We are finding difficult to manage the volume of these requests given the only solution is not ideal.  

The obvious and ideal scenario is for the Taleo technology to provide more ability to route forms from both a manager and employee perspective.
