service pack maintenance

When we upgrading our zone to the next service pack, for example the 6 hours maintenance to go from 13B to 14A, that affects the entire zone right?  Meaning the career section goes down too right?  As far as I can tell there is not a "welcome" area to post a warning to applicant users, and there is not any sort of 10 minute pre-warning to users to save their work it is just a proposal on here.  We are only able to post a big bold notice in the welcome screen of recruiting/onboarding side for managers.  Am I understanding
