New Hire Welcome Letters, Start Date and Time Stamps

We are on 13C and are sending welcome notifications to applicants when they have completed transitions. We are including their start date in the welcome letter but it is also including the time stamp which is showing Eastern time (we are on pacific time). Our initial preference is to reomve the time stamp all together but we were told we can't separate the time stamp from the start date. Our next preference would be to have it reflect local time and not est. Has anyone found a way to remove the time stamp? We really don't want to create a
