Is there a way to keep the first column of data the same even if the information changes?

Hello,

 

I created a chart that shows applicant diversity by job level (Executive, Director, Manager, Team Leader, Individual Contributor, Entry Level). Is there a way to keep (hard code somehow) this data in my first column in Business Objects even if the query brings back no data? I would like for it to show 0 if there is no data. I would like to maintain it in template form where only the numbers change not the job levels. If this is possible, how can I make it happen? Thanks in advance for your help.
