Move review from pending approval back to allow employee to complete self-evaluation

Hi,

We have a manager who went ahead and completed the review on a number of employees without the employee having submitted their self-evaluation.

I know you can reset a submitted review back to an employee but how can you undo the manager completion to allow the employee to complete their self-evaluation.

Is there anyway to lock down the manager completion so that they can't do it unless the employee has a submitted self-evaluation.
