Rejected candidate can reapply for same req

We have noticed that rejected candidates can reapply (and have reapplied) for the same req that they were rejected from.  I've tested this out with a sample candidate and it looks like the 'apply for this position' button is not available if they try to apply for a req that they have already applied to, but this is available once they've been rejected from the req.  This is allowing rejected employees to apply again. It's odd that the restriction functionality is in place while they've applied and are in proecss for a req, but not after they've been rejected (and
