can we ensure candidate has read the full statement

We have a big privacy statement and the client wants to ensure that the candidate somehow reads it or atleast is forced to scroll down till the end. However the I Accept button is outside it and can be clicked anytime.One option is providing a checkbox at the end of the statement and they have clicked on it before clicking the ‘I accept’ button.One option is providing a checkbox at the end of the statement and they have clicked on it before clicking the ‘I accept’ button. Any better suggestions or workaround?
