merge duplicate candidates (one has an offer)

cannot merge if one has an offer the solution is to rescind the offer

We have a number of duplicate internal and external candidates. When we go to manually merge them we get the response can't merge because they are already involved in onboarding. When we check the onboarding is 100% complete. The rep on the SR said it was because they have an active offer, and that the only solution they could think of to merge is to rescind the offer.  Is there some other way?
