Exporting Onboarding documents via TCC as pdf documents

I have created an export using the "OnboardingProcessDocument" entity and have been successful in extracting a csv file including contents. I have reviewed a couple of previous posts on creating pdf documents and it appears I need to add a post processing custom step to convert the file to pdf documents.
Can a csv file be used to convert directly to pdf documents?
Or does the file need to be converted to an xml file first?
Any documentation on the set-up of the post processing step or creating pdf documents via TCC would be much appreciated.
