Report - columns to rows; rows to columns

Summary

client wants to be able to switch the data in a report so that the rows would be columns; columns would be rows. Is this possible?

client wants to take a current custom report that includes requisition specific questions/results and have them displayed as columns instead of rows.  Is this possible?

For example:           Candidate                             How many                        What is
                                 Name                                  years of mgmt                   your GPA?
                                                                             exp do you have?

                                 Betty Boop                                  4                                  3.4
