Pivots and Narrative Views

I am having extensive issues dealing with the Narrative and Pivot views.  They are very inflexible!!!!  I need the data to be organized using column and row layout however neither of these views provide what my customer is asking for.

Example 1:  I need the conditioning to work in the Narrative view.  It works with the table views but not with narrative.

Example 2:  See attachments.  I cannot get this layout no matter what I try either in Narrative or Pivot!

I need the questions going across the top and the candidate name along the left going down and the answers to POPULATE in the table.  This is not working...also attached in the data fields i am using to create the views.
