Explanation behind systems maintenance

It seems that there have been a lot of systems maintenance windows occurring again.  With previous systems I've worked on there is typically more of an explanation behind the reason for the maintenance.  Can someone provide any context behind the recent ones that have been occurring?  Thank you.
