Can't find where to approve an offer on behalf of.

I have set up a role to 'Approve/Reject Offers on behalf of others' but I do not see anywhere where they can actually do that. I've read all the help documentation and what they say is true only for Req approvals. ( they see an Approve/Reject link next to the name of the original approver they see an Approve/Reject link next to the name of the original approver)  Where does a user with this permission go to override and approve an offer?
