Report - Benefit Premiums

Summary

Can not pull benefit premiums for those that passively enrolled in Open Enrollment.

We are trying to pull a report from OTBI that allows us to report on all employees and their benefit plans and benefit premiums as of 1/1/16.  The report is currently only pulling data for those employees that actively enrolled, but reporting no data for those that passively enrolled.  

Would appreciate guidance.  I've attached a picture of the report set up.
