Are there any companies that use the Candidate Matching function within Taleo?

I'd like to hear from you if your company is using the Taleo Candidate matching feature.  We currently have this feature turned off due to our compliance view that a "candidate" as defined by OFCCP is someone who self selects into a position.  Their view is that matching candidates to positions that they have not formally applied to changes the definition according to OFCCP standards.

Is there anyone using this feature and how do you view the potential conflict with the OFFCP definition?

Our recruiting team sees this as a candidate experience issue as we have often times met with very strong candidates but they may be a little junior or even too senior for the role they applied to.  We made a business decision to make an offer for a different position that better fits their skills and experience but we have to ask them to re-apply to the new requisition which causes delays and again a poor experience for the candidate.
