Creating an International Portal within Taleo for Recruiting and Onboarding

We would like to create a separate portal for International users only where the international users can apply in recruiting and complete onboarding which would be separate from our US users.

We would like to create a separate portal for International users only where the international users can apply in recruiting and complete onboarding which would be separate from our US user’s portal. We would like to have one portal for US users and the second portal for our International users.  We also would like to have separate permissions and security settings setup so each group (US users & International users) would only view data for each geographical location. I would like to know if anyone has ever configured their system in such way to have two audiences access Taleo but only
