Multiple Regulation Form Codes

I am trying to report on the # of hires, along with details about those hires. However, I am finding that some of our hires have multiple rows because they have multiple EEO surveys on file (EX: candidate may have the EEO2a AND EEO2b with different answers). For those that have the same answers for EEO2a/EEO2b, it only counts them once. I cannot filter my report to only look at EEO2a (our current form), because some of our hires do not have an EEO form on file, or they only have the EEO2b on file. Ultimately, I need this:
