How to reassign a completed upload task

We are working on the requirement mentioned below -
Candidate completes the upload task and upload a document to be verified. Recruiter verifies the document and if it is to be uploaded again, recruiter should ask the candidate to upload the document again.
Solution - First we tried to create a condition based task for a recruiter where in recruiter can approve/reject the document. If Recruiter approves process finishes, if rejects task should get reassigned to the candidate. Flow is working fine but when it get reassigned instead of reassigning the earlier task it is creating a new task (Duplicate of the original one). Behavior is confirmed by Oracle support. But I am not satisfied with it.
