Automatic goal assignment

Looking for a way to automatically assign performance goals, similar to the way review cycles work

We are moving towards standardized performance goals that are mapped to job descriptions. Granted there will be non-standard development goals assigned as determined by the direct supervisor, however, we want to automate everything else.

Is that possible?
