Challenges with candidate access across recruitment team

I've been working with a client and we have been struggling to find the right setup for recruiter user permissions.
What we need
Recruiters need to be able to FULLY view all candidates in the system, not just those that they are owners for. They should be able to:
- See interviews, documents, offers, etc.
- Edit all candidates
- Attach any candidate to any requisition
Where it gets tricky is that we'd like to disable the ability to make changes to the requisition specific candidate status in bulk. This is so they are limited to using the next steps to move candidates through the workflow.
