15A.8 Confidential messages not behaving as confidential

We have put in 15A.8 (the version required for SHA-2 updates) and have found that confidential messages are not being sent confidentially (I believe this occurs in earlier versions as well.)  The recruiter, recruiter assistant and hiring manager on the requisitions can see the content of the message, all fields in the message, and any attachments even thought the "View confidential messages" permission is NOT enabled for their user type.  Taleo has identified this as a bug, but has no timeline of when this will be fixed.  This has huge legal and compliance risks and I urge you to open a
