Edit division and region on employee record

Is there a possibility to edit 'division' and 'region' at the employee level?

We would like to be able to set the organization fields (region, location, division, department) at the employee level. But when I try to establish that, it seems that 'region' and 'division' fields can only be derived from 'locations' and 'department' respectively. Is that correct or is there a way to administer the region and division at the employee level without having the link with location and department?
