Forms with Confiential Data no longer bound By Confidential Data Access Permissions

Previously Forms bound with confidental data were only available to users who were granted confidential data access. However this appears to not be the case any longer.Content
Previously if an On Board Form was configured with field binding to a "confidential" field (SS# or DOB) in TBE. Then that form would be considered confidential and only available to users set up with access to confidential data, after it was completed by an new employee. That is no longer the case and any user that can navigate to an employee packet can see/print completed "confidential" forms.
Has anyone found a way to recreate "confidential forms" functionality. Other than removing ALL access to the employee forms/packets for users who shouldn't have access to confidential data, like SS#.
