Hide 'modify goals' for certain review templates

Is it possible to hide the action 'modify goals' for certain review templates?Content
We have three review templates of which two templates should not hold objectives. We there created the templates with hidden objectives/goals sections in the page layouts. But when the line manager or the administrator clicks on the 'action' items in the list view, he can always click on 'modify goals' and use that. As this should not be possible, we would like to hide this action from the drop down in case of two review templates.
Is this possible?
