ILT Sessions and Completion

I have figured out how to set up ILT Tracks and Sessions, but am stuck trying to figure out if I can just bulk upload a list of users for completion. Ultimately, the ILT Track will be part of a Learning Plan. One session will be required for completion of the Learning Plan. I would actually prefer to be able to bulk upload a list of people or group to the session and give completion. Is this possible?
