How do I make users view the dates in reports match their timezones?

I noticed the time on Recruiting 'history' is different from the time shown on OBIEE. A colleague of mine based in another location has the same issue. I was then asked to look for a way that timezones can be changed. I provided 3 possible options including the solution given on the training manual in the foundation class I attended not none of these worked. Is there something I am doing wrong? My known options are: - OBI My Account, BI Publisher Preferences- Report Time Zone (This was in the training manual) - OBI Criteria - Column properties - Override Default Data Format- Display Time Zone
