Modifying the "no goals" message in the review forms

Is there a way to either hide the "no goals" message or change the wording?Content
I've created a review template which will not use goals. Only competencies and a custom competency we're calling skills. See attachment which shows the message I'm trying to remove or modify. Can I do this? If so, where do I go to make that modification? What form(s)?
