Is there a way to verify that the candidate has completed the Tier 2 application before being hired?

We must have an application completed on all new hires.  Is there a way to add this step to the workflow instead of HR manually checking to see if there is an e-signature date on the application for candidates who apply bypassing the application like through Indeed?
