Creating a Qualification Absence Plan

In most of the documentation I have read, the qualification plan mentions payment.
1. If I am not implementing oracle payroll, can I still use a qualification plan?
2. If yes, would the payment rate have to be 0% or can I still set these up and have them pass to a 3rd party payroll?
3. If no payment is being used and the rate is 0%, what bearing does this have on the plan term and overlap rules? Is there a best practice?
These are all questions related to a plan tracking leave of absence; plans like short-term disability, LTD, FMLA, etc.
