Candidates Auto Progression for 2nd application completed

I would like to auto-progress candidates to a status of "2nd Application Complete." The challenge is my company uses two 2nd application flows, one for US and one for non-US, but only uses 1 CSW. If I choose a UDF, for example, "I wish to continue in the process" the candidate will auto-progress.  However, if the candidate completed the 2nd app for a US job, and then applies to a non-US job, the candidate will still auto-progress even though the appropriate 2nd app has not been completed.  Any thoughts how this can be configured?
