Is there a document that administrators should have that identify the error codes?

One of our users was trying to enter in interview notes and received the following error message (summarized):

Application Error:#1513 - An error occurred in our system while processing your task.  Please confirm whether your task has been completed.  If not, please try again.  If the problem persists, please do one of the following.  If you are a candidate, contact HR for the company you are applying to for confirmation. If you are a TBE user, please contact your TBE system admin. Refer to error 1513.
