allowing managers to reset passwords

we need to allow our managers to reset their employees' passwords

we have a large population of employees who do not have email.  we need to allow the managers to reset their employees' passwords but i can't figure out how to do that.  i was thinking that i could modify an access control in the user profile but i can't find it.
