Is anyone else having issues with the BI Reporting on SubLearnCenters in the My Team area?

I have 3 reports that I created and shared with ALL SUPERVISORS on a subLC that the Supervisors can't run.
They get an error:
Security Alert: You are not authorized to view the content on the requested page.
Please contact your administrator or manager for assistance.

ALL users (currently for trouble shooting purposes) have all BI Reporting permissions.

The Supervisors have all BI Reporting permissions.

The ONLY thing I can think that may be affecting it is that our Supervisors are all created in the ROOT LearnCenter and their permissions are managed there. HELP!
