Automatic rejection letters for cancelled requisitions and not qualified applicants

Hello - It seems like this topic has gained some attention before and I wanted to bring our business case to this forum.  Currently, we have message templates automatically send when a new applicant is rejected in the first step of the CSW.  Coincidentally, when a requisition is cancelled, any applicant in this first step gets rejected as well, thus sending the not qualified message template instead of a specific cancelled requisition message template.  Because message templates are only configurable at the step/status level, we can't send different notifications to the applicant based on the requisition action or detailed reason.
