    adding incomplete req-specific candidate status

    what is the best way to add this?

    We require candidates to include a cover letter, many do not include despite our instructions that it is a required document. What's the best way to add an incomplete status? I follow up with an email to add the cover letter, if they don't update their application, I'd like them to remain as incomplete so they are not reviewed.

    Would NEW/Incomplete with a Main status of NEW be the best way?

    Any suggestions are welcome!
