Line managers to see new hires and future changes

How can we enable line managers to see data of their new hires before actual starting date?

In our organization line managers execute the hiring process (new person, re-hire). Hiring process itself is ok, but after submitting the data, managers cannot see any information of the new hire until he/she starts working. This means that managers cannot add signed employment contract or any other data that is relevant before the start date. How have you solved this? We do not want to go to centralized model where all pre-hire actions are done By HR.
